Why Milan and Italy get their own page
Italy is the biggest market for the agent this site is about. In our September 2026 keyword data, Italy produced about 38% of Mulebuy's worldwide searches, ahead of the US at about 21%. Milan stands in for the whole country here because the rules are national: the same IVA, the same EU duty and the same law apply in Milan, Naples or Palermo. What differs by city is only the last delivery leg.

The rules below apply to every Italian address, not just Milan.
What you pay at the border: IVA plus the €3 duty
Every parcel from outside the EU pays import IVA from the first euro. Italy's standard rate is 22%, charged on the value of the goods plus the transport cost plus any duty. Since 1 July 2026, parcels worth up to €150 also pay a flat customs duty of €3 for each different item category inside. Before that date they paid no duty at all, which is why hauls that cost a certain amount in spring cost more in autumn.

These are worked examples, not quotes; enter your own numbers in the import duty calculator. Note the third row: goods plus shipping reach €150, but the €150 limit refers to the value of the goods, so the flat duty still applies. Above €150 of goods, normal tariff rates apply instead, which for clothing are often around 12%.
Expect tax of roughly a quarter of goods plus shipping on a typical mixed parcel to Italy.
Tax-prepaid line or postal line
Agents sell several kinds of line to Italy. On a tax-prepaid line (shown as IOSS, DDP or "tax included"), you pay the duty and IVA with the shipping and the parcel should arrive without a bill. On a postal line the Italian carrier, usually Poste Italiane, asks for payment before delivery and adds a handling charge; if you do not pay within the time allowed, the parcel can be returned. Express couriers such as DHL bill duties after clearance, sometimes by text or email link.
Because messages about unpaid customs charges are a common phishing route, pay only through the carrier's own app or website, reached by typing the address yourself. The tracking number from your agent tells you which carrier has the parcel.
The tax-prepaid line is usually the calmer choice for parcels under €150.
The Italian rule about buyers of infringing goods
This is the part most agent guides skip, and it matters more in Italy than almost anywhere else in Europe. Article 1, paragraph 7 of decree-law 35/2005, as amended in 2009, says that a final buyer who acquires goods that, because of their quality, the seller or the price, suggest that rules on origin or industrial property have been broken, faces an administrative fine from €100 to €7,000. In 2022, paragraph 7-bis added the same fine for a final buyer who brings such goods into Italy from outside the EU, as long as it is no more than 20 pieces or 5 kg and not linked to a business. The goods are seized for confiscation, and the costs of storing and destroying them are charged to the buyer.
Guidance from the Florence municipal police lists a reduced payment of €200 if paid within 60 days. Lawyers writing about real cases describe fines of several hundred euros for purchases worth a few tens of euros. For buyers who are not final consumers, such as resellers, the fine starts at €20,000.
The rule is about the goods, not the agent. It applies equally to Mulebuy, its alternatives, DHgate or any marketplace. We do not give advice on avoiding customs checks; the only reliable protection is not buying goods that copy a brand.

Delivery in Milan: carriers, lockers and timing
The final leg is handled by whichever Italian carrier the line uses. Postal lines end with Poste Italiane or SDA; tax-prepaid and express lines often use BRT, GLS or DHL. Many lines allow delivery to a pickup point or locker, which helps in Milan apartment buildings without a concierge. Make sure your name matches the name on the doorbell or the intercom label, because couriers in Milan frequently leave a notice rather than call.

The closest public measurement is for Germany, where a tracking site recorded 12 to 24 days from dispatch across agent parcels in 2026. Most agents accept cards and PayPal from Italy; some add European methods. After the Mulebuy problems, the payment method is also your safety net.
